Tower Hamlets Neighbourhood Forum is a pilot initiative by Tower Hamlets Together —  a partnership between NHS statutory and voluntary organisations – that aims to improve local relationships and connectivity between residents and health and social care professionals.

The Project Brief

The Neighborhood Forums aim to bring together local people, communities, and statutory partners in quarterly meetings to gain a deeper understanding of opportunities, concerns, aspirations, and priorities. These insights will be key to the development of new partnerships within Primary Carer Networks (PCN) in Tower Hamlets.

Our Approach

We will first design a robust evaluation framework to assess progress in delivering key indicators, desired outputs as well as identifying outcomes for stakeholders. 

We will then take a mixed-methods approach, collecting data using surveys, observing Forum meetings, and working with a steering group.

Tower Hamlets CVS commissioned us to conduct an in-depth evaluation of the Neighbourhood Forum Pilot, assessing progress of the pilot as well as providing recommendations for how to replicate the neighbourhood forums and improving the Programme.

Impact

The evaluation will assess the impact of: 

  1. activities delivered by the Neighbourhood Forums; 

  2. residents’ feedback on their engagement in the process; and 

  3. how effectively local communities have been involved in the co-design of the process.

The evaluation will also provide a comprehensive assessment on how effective the Forums are in supporting co-production between local communities, VCS organisations and PCNs.

The project is due to be completed in November 2024.
